Cloud Brana (Clow-d Bra-nah)

Cloud Brana is a confederacy of city-states, ruled by The Stratos Council. A cold and windy country, it is shrouded in mist and fog. The country was originally 9 different regions, controlled by their ruling house. These 9 houses formed The Stratos Council in 2553 cr in order to resist the encroaching Theran Empire. The Mist Conclave was signed, and the city of Mist Volaris was declared council territory and neutral ground by the houses. The ruling houses still run their own separate regions but under the eye and influence of the council.
