There are thieves, criminal organizations, and syndicates the world over. Then, there is Card Shark and his Syndicate. They're a problem in their own special category.
The Card Shark Syndicate, like any criminal organization, is a business enterprise that peddles the bitter fruit of crime as its product. But this syndicate is not "thieves for hire" such as the Crypt Carnival. They don't seek to control and direct the future of humanity like the Hammer Empire. This syndicate does not rely solely on high-tech wizardry like AIM, or meddle with ancient and mysterious meta-alchemy such as the Golden Lotus.
No. The Card Shark Syndicate uses its own brand of tactics, high-tech science, with old-fashioned elbow grease and 'leg breakers' to accomplish their goals. In many ways, they are a corrupt and twisted mirror held up against the defenders of justice.
Structure
Their organization follows the 'card' theme to the letter, with The Card Shark at the top of the pile. He spreads out his crew, his people, like a gambler dealing out crime.
The Card Shark Syndicate, steeped in their "playing card" theme, has a straightforward structure. Their leader, and boss, is The Card Shark. He alone runs the organization with an iron fist and a devious mind. Below him is his inner circle. Gadgeteers and meta-humans who are specialists trained in various forms of combat, from close quarter martial arts to a wide assortment of weapons. Their real names are hidden and instead they are known only by their code names. The inner circle is known as the "Hands".
The Hands of The Card Shark
Each of the "Hands" manages a business or enterprise for the Syndicate. They have at their disposal their own lieutenants, known as "Face Card Agents". The 'enforcers' and foot soldiers of the organization are Deck Agents.

I am a firm believer that the only way to highlight the true character of a hero is through the lens of their villain. Great heroes are defined by the obstacle of their enemy. From to the eye, Thanos to the avengers. And you have crafted an amazing and very detailed and deep enemy worthy of your best heroes. Truly a world building work of art.
