Cerulean Senate

The Cerulean Senate is the advisory council to the Cerulean Emperor, currently Vilihame Jehen. It is based in the capital city of Keymouth and sits at least weekly in Castle Teraknian.
The exact number of people sitting on the Senate varies according to the wishes of the Emperor, but it is generally around 10. These are usually made up by representatives from each of the city Districts, along with specialists in areas such as trade and military matters. Whilst the senators are listened to closely by the Emperor there is no doubt that he, personally, has complete and utter power and the decisions he makes are not to be questioned.
The main topics of conversation are political ones and those concerned with the wellbeing of the Empire. Expansion, unrest, food stores and harvests, and piratical activities are all regularly discussed.

• Lord Aniphastus Knowlern of the Sunrise District
• Worrin Lidu of the Noble District
• Kalmadar Taskerhill, advisor to the treasury and representative for Cudgel District
• Emil Dracktus of Shadowshore
• Neldrak Lorchester of Champion's District
• First Sea Lord Khegdo Windprow of the Imperial Navy
• Sir Gulzon Scaleheart head of the Knights Templar of the Theocracy of the Pale, a powerful sect of the church of Pholtus

Additionally there are three advisory members of the Senate. Not full members of the Senate, they are personally invited to attend by the Emperor due to their experience and knowledge on certain matters.
