The Gulls
Seaview, being a merchant city, is no stranger to thieves and criminals, especially those belonging to the Gulls. Once the Golden Age of Piracy ended, several pirates were left in Seaview, not allowed to return to the Isles due to both the Empire's and the Syndicate's deal to not allow ships to cross into each other's territories, leaving them to fend for themselves. This caused them to form the Gulls so that they may support each other during their indefinite separation.

Joining the Gulls
Like in most criminal groups, trust is everything. If you have a reputation, joining the Gulls would be an easy task, even more so if you have a connection within the guild. Otherwise, one must create or increase their reputation before they can be trusted to join.Beliefs
Stealing from the rich may not be lawfully correct, but that doesn't mean it isn't ethically incorrect. Reflected in their motto, the core principle inside the Gulls is that if someone doesn't need it, it should be given to or taken by someone who does. The law is a barrier preventing this transaction, enabling greed.Goals
To amass wealth unneeded by the rich, but can be used for the poor or middle class. Though most members have an attitude towards the rich, their goal isn't to harm the wealthy families or businesses that are making the resources that can be stolen.Relationship with the Golden Society
Things started rocky between the Golden Society and the Gulls, the society being rich merchants and therefore ideal targets for the criminal guild. However, when the society's leadership was passed, the Gulls were given an incredibly lucrative deal. The Society wanted the Gulls to partner with them, and in return, the Gulls would receive the money they'd be stealing anyway but this time the Society would be benefiting from the Guild's illegal services. The deal was taken and the pact between the two groups had created a solid relationship.Campaign 2: Sea of Storms
Early in the campaign, the party of Tempest's End helped the Gulls (specifically a contact of Daniel's named Jack Edwards who worked for the guild) to steal an Octopus Statue from Serena Scalesworth during her annual ball on the Festival of Shae. The task was successful and they even managed to repair the object before giving it to Jack. Once the party learns that one of the Gulls had assassinated King Leigh II they begin looking into the guild, causing them to retaliate against them. After constant attempts to silence the party the Gulls eventually fold and leave them be.What they don't miss, they don't need
