The Pirate Syndicate
During the Golden Age of Piracy the Golden Society manipulated pirates into working for them to sabotage other merchants or protect their own merchant ships, often resorting to pirates fighting against pirates. Realizing that the Golden Society's greed was leading to these unnecessary deaths, several pirates joined together under a single code, officially becoming the Pirate Syndicate.
Government & Law
The founders of the Pirate's Code and the Syndicate are a group called the Royal Captains who directly rule over the settlement of Shipwreck but allow other settlements in the isles to self govern as long as they follow the laws and principles of the Pirate's Code. It's also their job to protect the isles from enemies such as the Requian Navy, giving them the power to mobilize ships from the isles' settlements and use them for combat.Land & Territory
After a deal with the Requian Empire, the Syndicate officially received the isles off of the coast's shores as their territory. This includes the Summer, Spring, Winter, and Fall Isles, they however only have precedence over the Spring Isles and minor precedence over the Summer and Winter Isles because of the danger and inaccessibility of the Fall Isles and some portions of the Summer and Winter Isles.Secret Victory
The Syndicate's existence was unknown to the people of the coast until shortly after King Leigh II's assassination. They had fought during the Golden Age of Piracy after being discovered by the Requian Empire and the Requian Navy. Having more numbers and equal vessel power since they were ships stolen from the Navy, the Syndicate had been winning this secret war. Believing that peace could be found, the Syndicate makes a deal with the coast that ended both the secret war and the golden age. The Syndicate would receive the isles as their official territory and they'll stay a secret so that the Empire and Navy may continue to hold a high standing in the eyes of their citizens by parading the end of the age as their own victory.
