Louis Chen

Louis Chen was the BXR station commander at St. Lucien in 2521 when Achmed Shankar visted Inuwarmah. He was responsible for running the Fly operation and ostensibly Chen was Shankar's boss but in reality Shankar was acting as an undercover agent for the Bureau of Economic Affairs, tasked with stopping Fly production.
