The Great Houses
The queen, although the most politically powerful person in the kingdom, is not the only person with power. The kingdom is split into provinces which are ruled by nobility referred to as the great houses. The great houses are able to manage, collect taxes, and make laws in their own territories however they wish, provided nothing they do conflicts with royal decree. The great houses are also able to put pressure on the queen to pass laws that might favor them or resolve disputes in their favor. The great houses have armies of their own, however, there is a limit on how large their armies can be. No individual noble family can have an army anywhere near the size of the queen's and the queen may call upon the armies of the nobles to fight in times of war.
