If the current High Marshal dies, then the remaining members of the Admiralty Council will vote a new High Marshal from amongst themselves.

Fully responsible for the strategic doctrine and deployment of Sycoran Martial Council military forces.
Grounds for Removal/Dismissal
The only method of removal is death. From within or without.
