Eaglecliff Town
The Town of Eaglecliff
Origionally a fishing village circa -150 BSC, the southernmost town of Eaglecliff was built on a leyline of great power which caused many born there to delve into the arcane later in life. Over time these individuals would come together to create Eaglecliff Library, a repository of magical texts and tomes, and then later would evolve and expand into Eaglecliff University in 10 ASC. During this time, Eaglecliff was its own small kingdom until being conquered by the Tahage Dynasty Empire in 211 ASC. The emperor at the time, Empress Bravia, was impressed with the scholarly approach to the world and allowed both Eaglecliff and its university a fair amount of autonomy. This would end in 541 ASC under the reign of Emperor Albus Tahage when the war effort against the elves grew more agressive and ordered the university and its mages to be conscripted into the army. Unwilling for the university and it staff and students to forget their passive stance, Eaglecliff University broke itself off from the empire and indeed even the continent and floated itself using a powerful magical item into the sky orbiting The Everstorm
Since the university breaking away from Eaglecliff town, Eaglecliff has lost much of its former glamour and attraction. What was once a bussling university town is now simply a port fishing town battered by the constant wind and rain of The Everstorm. Many visiters to Eaglecliff simply do so to take advantage of the Griffin taxi service to the university or to stay at an inn before heading up on a skyship crossing.
As you approach a tired looking gate in the rain, The lone gate guard sits on a stool, leaning on her pike. A lyre plays a lament in a minor key, and it seems that the entire village just heaved a despairing sigh and called it a day. A Tavern by the gate is hushed with serious drinking, the temple almost indistinguishable from its mausoleum in the kirkyard. Meetings in the street are acknowledged with nods, if at all, and not a merchant in the market seems to care whether a customer shows. A crow calls. A dog barks in the distance under the pitter patter of light rain.
Economics
Trade in Eaglecliff is mostly free, with some taxes applied to goods and services rendered in the city. People live a modest existence because of it. Welfare is bad. Citizens can expect the bare minimum of death services. Healthcare and education are fringe cases, and citizens would do better to seek a private benefactor than try and receive treatment from the government.
Law and Order
Due to the rise in poverty and crime, there's a decent policing presence, and citizens know better than to step out of line, as The Mace of Eaglecliff are armed. Despite this, brutality is rare, and citizens with nothing to hide have nothing to fear although reports of enforcers abusing their position is on the rise. Law in Eaglecliff is extremely punitive, and those that breach the complex list of laws can expect hard labor, incarceration, or sometimes public execution. Crime is an ugly stain on humanity, to be punished wherever possible. Magic is reviled by the guards, and they look for any excuse to put away a magic user. It is coded into law as a restricted activity ever since relations between Eaglecliff and Eaglecliff University started to sour so they have an easy time of doing it, too. Assault by magic is considered a serious crime as is mind control magic.
