Marauders
A small but notable band of pirate ships who are surrounded by rumour and hearsay - what is for sure is that his group is vicious and rarely leave survivors. They are fiercely insular and protect their own to their death and beyond. It's not unheard of for a marauder ship to massacre a crew in response to even a small disagreement with one of their members - after all revenge is lucrative when there are no survivors.

The Marauders make people afraid of pirates - and The Dominion knows how valuable that fact is. To say they encourage their barbarity would be untrue, but they certainly don't admonish them for it.
The Shunned have no love for the Marauders, but it is hard not to accept the small fortune they are willing to offer for their services.
