Rumoured to be led by Prince Moon, The Dominion are the most organised and therefore extensive pirate faction. Of all the pirates, these are the least likely to kill you for fun - give them what they want and they'll be on their way.

Trade allies
The Cuttle and Bone Company enjoys the legitimacy that The Dominion brings to piracy, though they could take-or-leave the members themselves. The Dominion value the lucrative supply lines that The Cuttle and Bone Company maintain.
The Marauders make people afraid of pirates - and The Dominion knows how valuable that fact is. To say they encourage their barbarity would be untrue, but they certainly don't admonish them for it.
