The Redbrands

The Redbrands were a group of local thugs loosely organized by Iarno “Glass Staff” Albrek. Originally pitched as a peacekeeping entity, their job was to keep the borders of Phandalin safe from wild threats from the Neverwinter Woods and beyond. They were welcomed by Harbin Wester as a mercenary group with the town's safety in mind.
Things went squiffy when the group started shaking down local businesses for protection payment. And the gruff, poor attitudes of the Redbrands made them more of a nuisance than a help. The Sheriff Clint and Bart were no fans of the Redbrands and continually tried to stamp out their growing threat.
Their secret purpose, discovered by the Owl Friends adventuring party, was to secure and subdue the townsfolk of Phandalin so "The Spider" could pursue, unhindered, the location of the hidden Wave Echo Cave and the famed Spell Forge within.
