History
The council of Bards
Outside of the regular ministers and regulatory agents who manage the day-to-day operations of such a city sits what once was the seats of power for the chiefs of each of the tribes of the steppe. Their own differences quashed in the years since the founding they have turned their seats into a meritocratic position where each is held by a master of their own craft whether it be of penmanship, oratory presentation, song, theater, painting, comedy, and all other forms of the bardic arts. Each sit on a seat equal to all others, and these individuals serve as the guiding hand for the city.
This council however has one member who sits alongside, but has no power other than representing the will of the council to the other city states of the country. This unwanted and dejected position is known to the outside world as the “High Thespian”. However internally among the council and even those in the city the position is nicknamed as the “High jester”. As standing for a general will of a group of people with no say of ones own is a bard’s worst nightmare the position is normally used as wager among council members where the previous owner will wager the post to another councilmember that is honor bound to be completed and adhered to. Should the previous owner of the post be victorious they will regain their seat, and the loser will assume the role of High Thespian until the new holder can win the wager to have the position removed. The only exceptions are death, maiming and old age that allow one to excuse themselves from the “Honor” of serving as the will of the council.
