Council of the Unhallowed

The Council of the Unhallowed is the tribal council of Svartalfheim.

Prior to the First Dark Elf War, there were 13 attending clans, 12 Dark Elven and one Dwarven. Only 5 clans now survive, all Dark Elven.

The council's primary role is to negotiate peace between the warlike clans, but it also acts as the parliament, having limited legislative power, and the final court of the land. Council members responsiblities also includes acting as witnesses for the swearing of oaths and the payment of blood debts involving clan chiefs, other Council members, priests, and the Queen of the Dark Elves.

The Council is famous for its violent style of debate, with duels between Council members frequently deciding the success or failure of proposed legislation.

Though Council members wear official robes, to signify their unity, they are encouraged bring their own weapons (though Council-owned weapons are available for the use of visitors or any Council member who neglected to bring their own). As a result, there is a tradition of Council members commissioning elaborately decorated weapons which show their clans insignia. These weapons, most often long knives, are some of the great cultural treasures of Svartalfheim. After the desolation of the planet and the apparent deaths of the entire Dark Elf species, many were collected and taken by the Dwarves to Nidavellir, where they form part of the famous Museum of Weaponry.
