Members of any usually super-powered species who have not developed powers.

Among Kymellians, and Skrulls, this is treated as a disability. Among Inhumans, different groups treat it differently. Attilanians historically considered unpowered individuals subhuman. Providincians treat unpowered individuals as human, and although they are allowed to remain on New Attilan, they struggle to find employment or community.
