The Council of Sleep is the collective tribunal of dreamers that rule The Dreamlands. Those who sit on the council, entirely unknown, are assumed to be some the greatest possible magic users within all of The Unbecause.
The council is tasked with keeping The Dreamlands safe from the evil that is The Ariel.
