Aithrol
Built into rocks from The Skylands that are magically attached to The Wall, the town of Aithrol was founded by followers of an earlier Saint of Wind that attempted to lead their followers over the Wall. Unfortunately, they were only ever able to make it as high as several hundred feet. Upon making that realization as well as realizing that their height afforded them safety from many Titans the Saint used their power to forever secure the town to the Wall. Generations later citizens of Aithrol still dream of one day going beyond the Wall.
Of all the civilizations in the world, only the Mountain Elves of the Skylands have as much mastery over aerial travel as the town of Aithrol. Utilizing Airlifts for travelling vertically and Airships for travelling horizontally Aithrol has become a bastion for those who pursue wind magic as well as those who dream of flight.
Undertown
Located on the ground below Aithrol is a small fortified town known as Undertown. Built as a necessity for interacting with the world, Undertown serves as a ground base for Aithrol. Here airlifts travel to and from Aithrol, providing travelers and merchants with the means to reach the actual town. Those that reside in Undertown are typically the farmers that require more land than the actual town has, guards and soldiers that protect Aithrol and Undertown, travelers, and those unable to afford to live in the actual town. In times of crisis vetted civilians are evacuated to Aithrol and then travel between the two is halted while the unknown and the guards are left in Undertown. All guards and soldiers that serve Aithrol understand that if it came to it the town would abandon them on the ground.Demographics
While largely a human settlement Aithrol has also attracted Aaracroka, Wind Dragonborn, Tabaxi, Gnomes, and Kenku in order from most to least in terms of population.
Government
Aithrol is led by an elected Mayor who holds the office until they retire or die. Aiding the Mayor in running Aithrol is a council of advisors comprised of key figures within the town. The members of the Council of Advisors are:

Land
For land-based defenses, Aithrol relies heavily upon Undertown as a means of preventing them from reaching the actual town. In the event that Undertown is overrun or that the threat is a serious one, the town has airships sail out and drop bombs from above while some drop reinforcements behind the threat if needed.Air
Given the location of Aithrol airborne creatures and monsters have been an issue from time to time. To protect the city from an aerial assault there are numerous ballistae fixed to the town. There are also ballistae mounted upon several airships that are used if the situation calls for it. It is also known that the Society of Aeromancy has summoned air elementals to protect the town when it is needed.Guilds and Factions
The Monks of the Howling Wind - Found in a monastery in the upper north part of the city lies the home of the Monks of the Howling Wind who follow the Way of the Winds. Their grandmaster serves on the council of advisors that aids the mayor of Aithrol and in times of need, these monks serve as soldiers. As such the Monks have a good degree of power within Aithrol and have a high place within society.
The Society of Aeromancy - An order of magic-users who specialize in air-based magic and the creation of air-based magic items. The fascination of air magic that the society is known for has led them to establish their headquarters here in Aithrol.
The Aerowright's Guild - the guild responsible for the manufacture and maintenance of the airlifts and airships of Airthol as well as several other vehicles and unique technology that Aethrol uses. As such their Guildmaster serves on the council of advisors and its members are seen as an important part o society.
The Merchants of Wind - a merchants guild that is based in Aithrol. They use the airships to travel and trade with the rest of the world from relative safety. The guild is responsible for the majority of the town's economy and as such their guild master serves on the council of advisors. When moving large or heavy objects that cannot go on their ships they are known to hire mercenaries or adventurers to escort the goods for them by land.
