They are rumored to be working under the Viceroy directly, but those on the inner circle they work for other forces at the Kingdom of Arasil.
Structure

Leadership
The organization is led by a Grand Master - Wyrm, a skilled and experienced individual who oversees its operations. Below the Wyrm, there are Drakes, who lead the different divisions, Senior opreatives called Juvenile and skilled operatives who carry out missions called Wyrmlings.Personnel

History
The order that was created subsequent to the The End of the Line of Kings with the The Ironscale Conclave realising they have much to learn about espionage and counter the intelligence organizations of their enemies and not only count on the Howlers.
In the beginning of 1,051 AB, the Order began recruting former members of the Howlers that left due to Sif actions in the north, thus multiplying its capabilities and even taking the upper hands against more advanced organizations that are employed against them.
Thus the Order's reputation for proficiency and effectiveness extends beyond the borders of Arasil, earning them respect and recognition from neighboring kingdoms.
