High Inquisitor Leon Paswick
Leon Paswick is the designated High Inquisitor of Noor.
As an organisation, The Inquisitors were established in an attempt to crush the illegal movement and trade of Bark and Sap through The Western Peninsula, a practice which has become rife under the creaking bureaucratic organisation that is The Merchant Guild.
They were established by King Guster Sampala II, who hand-picked trusted family advisor Galder Dutress to be it's head. Dutress, in turn, nominated seven of his most trusted pupils and dispatched them to each of the satellite cities to co-ordinate and lead their efforts there - these are the High Inquisitors.
Leon Paswick, the youngest of the High Inquisitors chosen for his single minded determination, was sent to Noor.
Soon after his arrival, he got to work quickly - dispatching multiple deputies and cohorts to each of the primary mining towns. His presence has clearly been felt, as even the legendary Baron of Noor's operations have been reported to have suffered.
He first came across The Party when they ventured into the upper tiers on a drunken night. Guards had tried to arrest them, specifically the barbarian Juan, who evaded them and escaped.
The following morning, Paswick was waiting outside 'The Percival', with several inquisitors around him. He expressed to the party that he had desired to speak to them the day prior, as they had been seen rooting around in the sewers. The adventurers denied this entirely, and in response he summarily executed the guard in the street for lying to him, and ensured the party that he would be watching them from now on, to protect them from such lies in the future.
On their next meeing, the party returned to The Percival to see him and two of his Inquisitors dragging Cristof, the bartender, out of the bar. He expressed regret that he had again wished to speak to the party as they had been seen leaving the town in the dead of night (they had left to find Lukas Fellner). He warned against drinking in ill-reputed establishments like The Percival, and particularly with their friend Hinrich Thiel.
Leon Paswick's ambitions and meteoric rise was further established when he became the High Priest of Reorx. Following an embarrassing incident in front of his congregation, High Priest Ernst Straub sought the help of the young inquisitor in investigating and apprehending The Party for supposedly poisoning him.
Apparently, during the course of his investigation, Paswick was distracted by what he claimed was irrefutable proof of high treason, smuggling and embezzlement on the part of the High Priest in the form of theft of bark & sap.
In front of the massed throng of citizens, Paswick executed Ernst Straub by hanging him along with two high ranking members of the merchant's guild.
Unexpectedly, Paswick then declared himself as the new High Priest of the Noori Church of Reorx.
His celebrations were cut short, however, when some news led to him ordering the immediate lockdown of the city of Noor, stopping anyone from either entering or leaving the city walls until an investigation took place, an investigation which he supposedly led himself.
On his return, he rushed to the upper tier square and called for the immediate arrest of Tordenn Kasios, Stumpy Gromp , Warto O'Malley and Juan, threatening that anyone who got in the way would be considered enemies of the state, and that anyone aiding in their capture would be handsomely rewarded.

The Inquisitors are a relatively new organisation, born out of the enthusiastic King Guster Sampala II's attempts to minimise theft and of bark and sap.
Despite the relative youth of the organisation, Galder Dutress has managed to build up an impressive organisation in Warres, with a training academy and new recruits being drawn from the satellite cities every day.
It is assumed that Leon Paswick was trained through this academy. Not much is known of his early life, although he shares a name with an important aristocratic family in the capital - one well connected with the King himself.
Morality & Philosophy
Paswick tries to promote an appearance of kindness and tenderness, but underlying this is a clear cruel street. He has no qualms about executions without trial, even when he's just trying to make an impression or prove a point.
Where he walks, people generally cower, indicating that the people of Noor have learned to avoid him and his suspicion.
Since his incumbency in Noor, people have gone missing into the fortress dungeons, and many have not been heard from again.
His motivations are unknown, but he holds his position as a direct appointee of Galder Dutress (who is himself a direct appointee of the King), in very high regard.
