Varun Isles
After killing the mad king and making sure that there successor stepped into his position was a good and just king, Hope the silver shadow set out to see the island she created and see her people to make sure that the god was good on their word.
In her origin she had been named Hope as many Tieflings born to humans were named after traits their parents hoped they would embody. And she had held much hope, which was slowly quashed over her lifetime. Now was her chance to rekindle it, and to create a kinder world for her and her people. She’d spend most of her time and life back on that island helping to create it.
Something she might also do, is use the teachings of Maan. Maan’s teachings largely revolve around not blindly following orders, and the evilness of such blind faith, and that inaction is the side of the oppressor. So she will preach that you should always question yourself, those above you and what you are doing.
I think this would lead to a lot of smaller city-states, with much turmoil. The overall government doesn't have a lot of strong power here making it somewhat like ancient greece. Powerful if opposed with each city having it’s own primary export and faith. Overall fractured and full of inter-state conflict.
People from this continent are generally considered bull headed and stubborn.
Most of the population is tiefling, dragonborn, or people with some infernal in their bloodline. If there is a Tiefling born outside of this nation there is a legend that if they are bullied or unjustly harmed and they call for help, on a moonless night The Silver Shadow will come and bring justice. The legend varies, and some parts of the land say the Silver Shadow will kill you, whip you, embarrass you or any number of absurd and ridiculous claims. Over the milenia in some farther reaches of the world it has devolved into a boogie-man like story in some parts.
The truth of it is, if they ask to be saved, or ask for help, the magic of the land granted by Hope’s wish will bring them to a safe haven deep in the heart of Varun Isles.
The legend arose from Hope building a temple where those who are transported appear and staying to greet these travelers. She took time to hear their stories and help heal their wounds, emotional and physical, then she would dispatch her disciples to deal out justice as needed. In rare and severe cases she would go herself.
The largest city-state in Varun has been built up around this temple, which slowly grew in size to accommodate all those transported travelers. Varna Londe.
Varna Londe is largely known for it’s libraries and colleges. This arose from the need to teach the younger arrivals the ways of the world outside of what abuse they might have previously suffered, to help build them up into their full potential. The city itself is full of apprenticeships and forward thinkers, technology and magic thrive here. The temple is one for monk practices and a place of peace and meditation. The tradition of accepting travelers still lives on to this day, as does the practice of dealing out justice. It is usually done with a little more discretion. A council of 5 decides what should be done the council consist of Queen Unity, Ashed the Clanless, Justice, Agnes, Starlight . Rarely do they send assassins anymore, but instead focus on healing the victim and granting them peace. They’re well known for their slow progress and eternal bickering.
Starlight is one of the members of the 5, and is usually the tie breaker. Because she’s often off doing her own thing (You can’t expect a dragon to sit around debating politics forever), decisions can sometimes take even more time.
Under the temple there is a huge academy of Shadow Monks, with tunnels that lead to every part of Varun and beyond. It’s only accessible by small peep holes for those with the proper skill and ability to get through. Most people don’t think it actually exists, and it is often referred to jokingly (Think Illuminati). These monks dedicate their lives to making sure that justice is served to overbearing governments, and lend their talents to the many small rebellions across Varun that arise when someone gets a little too comfortable in power. This lends to it’s perpetual state of instability.
