Aurbus
Aurbus is one of the world's Mageocracies, although typically opposed to the other major mageocracy on Tirestir they maintain active trade due to the similar practice of magic above all present in both countries. Aurbus was said to have been present even before the collapse of the Xosutan Kingdom and the other old nations present in the world before The Arrival and the Archmages of Aurbus are said to be some of the only people, along with the leaders of Veshen, that can access the Conclave of Knowledge, though these rumors are unconfirmed.
This mageocracy is founded on the fundamentals of might-makes-right but specifically magical might. While one may think that Aurbus would be a pinnacle of magical learning and education on Tirestir you would be both wrong and right, while Aurbus does train many mages in magic up to spells of the third level, beyond that they are on their own with their studies. Although not known to the members of countries outside of Aurbus it is well known by those who practice magic inside the country that it is best to keep your level of aptitude for magic secret until it comes time for a new archmagi of a school of magic to be chosen, as many high level magic users in Aurbus will actively seek to hinder or kill those who are getting close to their level of power, both for political advancement, and the fact that they are rarely ever at risk from anyone other that magic users equal to or greater than the power they wield.
For non-magic users in Aurbus you have little chance of learning magic unless you can by a substantial amount of money to apprentice under an existing mage. Those without magic are not afforded citizenship and may not own property, neither do those who are born, even as magic users, in outside nations unless they earn citizenship with Aurbus.
For obvious reasons Aurbus is a major supplier of spell scrolls for most of the other nations of Tirestir. Their armies are constructed of war mages leading squads of their own personal servants, which come from non-magic users in the country that pledge themselves to serfdom under one of the magic using families within Aurbus. These are then under the control of an cabal of more powerful mages working under the apprenticeship of one of the few Archmages of Aurbus.
