Mostly Halfling with next being Human and Tiefling.

Government

The government was a parliament although the large businesses in the city made the laws and rules and taxes.

Defences

A small wall surrounded the city, and hundred of guards were stationed on the perimeter. Nothing was needed as the no one dared take or destroy the city.

Industry & Trade

The biggest draw were the casinos and gambling dens. Anyone could wager on a bare-knuckle boxing match — and lose their life savings. The whorehouses were a very close second. In fact, had it not been for the invention of several sports the whorehouses would have overtaken the income. Taxes were fierce and so the city grew and maintained for centuries. Drug trade from Brin Balo or Rerya proved exceptionally profitable as well.

Infrastructure

The city was planned from the beginning to have wide, accommodating streets and gutters for waste and rainwater. It supported rails for comfortable minecarts to speed through, usually above the walkways or below ground. The city was laid out in a plain and could easily provide square and simple planning for expansion.

Assets

The city had many vices available for anyone who had the coin. They provided whorehouses, casinos, arenas, temples to dark gods, all other unseemly activities.

Guilds and Factions

The Strumpet Division

The Strumpets were headed by madams from various pleasure houses in the city. They regulated the taxing and "product" that were available.  

Wheel Workers

These business associates owned the casinos and gambling dens in the city. There were only handful, as the larger businesses swallowed the smaller ones up. Unbeknownst to most, the less reputable and seedy places were owned by the same people who had the cleanest, nicest casinos and dens.  

Tobac & Worm

The sugary worms from Brin Balo and the various tobacco from the Riverlands were regulated by these shady businesses. They were beholden to only each other.  

Sword & Shield

Arena fighting was organized and maintained by this guild.

History

Started as a pleasure city in mind, the Weirland allowed it to exist only for the obscene revenue it grossed. The city was kept in check by strong leaders who knew the benefit of themselves was to benefit everyone. Over time the city engulfed itself as one selfish leader after another cannibalized the town until the whole place collapsed in on itself.

Tourism

At its peak around 30,000 unique tourists visited the city a month.

Architecture

Buildings were sandstone and covered in vines, or gray bricked with stone accents. Animal heads were used to signify the buildings occupation.

Geography

It laid in a flat plain, and a cold wind often came down from the Weirhead.
