While under her late husband's rule, the city had become fairly cosmopolitan by Dawnfire standards, but after his death she began a campaign of to remove "undesirables" from the city. This has lead to several small skirmishes in the streets lately, but the extra soldiers provided by The Immortal Empress herself has kept the peace so far.
