The loose government of Beacon, a recently established settlement on Kapaerian Island. Sponsored by the Dragonmarked Houses of Khorvaire. Led by Governor Delara d'Tharashk, and answering primarily to the Houses instead of any one nation, the town is still technically an independent city-state under Khorvaire law.
