The Guild

The Guild is a large network of semi-independent operations found in each city-state of Winderia. The closest common description would be a thieves guild, as it specializes in the "procurement" and "sale" of goods originating from other owners. The largest operation is located in Vorba. With so much merchandise and coin going in and out of Stillwater Bay, it's easy to make some disappear.   The Guild likely started with a different moniker. However, the Vorba branch did its best to hide its activities and did not want its true name to be known to any authorities with bright ideas. Therefore, the "Guild" became the shorthand reference in the city. Due to the Vorba branch's influence and standing in the larger network of city-state operations, people throughout Winderia picked up the term. It's quite popular — almost romantic — among many citizens, even those who may become targets in the future.   The Guild is adamant about avoiding violence, major property damage, or social scandal committed against the citizenry whenever possible, all to avoid increasing scrutiny from the major cities' Watches. Bribery is less hassle anyhow. Violators of this policy are judged on the context of the situation. Even those who acted in the best possible manner still suffer some type of penalty, as better planning should have avoided such an outcome. A typical penalty is a small fine or short-term withholding of jobs. Flagrant disregard is punished severely. If members want to kill as part of an assignment, they should join an assassin's guild. In reality, many shady characters join both.
