Mage-Slaying golem's are a creation from Blackstone that has been weaponised and used by The Crownsguard and The Inquisitors. 
Mage-Slaying golems are made of a material known as Smaragdine that, when mined and tempered with lightning, takes on a green glow and has a unique ability to store magic. Originally, Smaragdine golems were built to act as walking power sources and supports, utilising a larger frame to assist in labour and storing magic to be used as portable batteries in cities and communities in need. 
However, since their acquisition by the military, their purpose has been long forgotten and instead replaced with their ability to easily get into melee range of spellcasters and to render many spells entirely inert. 
Xan Prayerkeep is known to actively fund and make use of Mage-Slaying golems despite many concerns over the destructive measures the creations take.
