Tsilaio

Tsilaio (Old Havlic: Tsiŋàiɔ or Tsilàiɔ; Tsilaian: Thilaìou) is the capital of the Havlic Empire and capital of the Vessila province. It is one of the largest cities in the world at a population of over 2 million during the Imperial Age, now the population has risen to around 4 million.
Tsilaio also refers to the historical Kingdom of Tsilaio and Tsilaian City-State.

Demographics

The vast majority of the population is Neo-Havlian at about 80%, the other 20% is mostly comprised of the various other ethnic groups that are a part of the Empire.

Government

Being the capital city of the Empire, the city is governed directly by the Consulate and the Emperor from within Meuzis Palace
