The City State of Theria

Theria is one of the oldest city-states in Arion and consists mostly of Biata. They existed even before Heroes Rest, eventually becoming a city-state. Even after becoming a city-state, they still tend to be isolated from the rest of the continent, due to their way of life. They are self-sufficient and their upbringing makes them not desire material things like other places, which makes it difficult to establish trade relations. The person that attends the council to represent the city also changes frequently, which makes establishing diplomatic relations with them very difficult. Most refer to Theria as the City of Philosophy, since every person in the city has been taught a variety of different philosophies throughout their education.    

Structure

The citizens of Theria are in control of resources and the means of production. To help organise and deal with diplomatic relations, a person of age is randomly chosen and given the title of Serfbound. The Serfbound is there to serve the people and if the citizens are unhappy with his/her performance, they can at any time call a vote to get a new random Serfbound. The job of the Serfbound include:  
  1. Deal with diplomatic relations outside of the city. This includes being part of the council.
  2. Help resolve problems that occur in the city.
  3. Determine the philosophy taught in schools.
The Serfbound can choose two advisors to help him called Wazirs. If the Serfbound is voted out, the Wazirs lose their positions as well. It has happened multiple times that a Wazir’s action caused a Serfbound to be voted out. Once you lose your position as a Serfbound or Wazir, you can no longer be chosen as either. It is common for a person to choose to leave the city after being voted out. It is very rare for a Serfbound to keep their position for more than 2 years. The shortest time someone has been a Serfbound was a few weeks. They choose Nihilism as the philosophy to be taught in school. Due to the loss of young lives during that period, the Serfbound was voted out. There has never been a darker time for the city than the month of Nihilism.

Culture

The education system teaches the following:
  1. Philosophy (chosen by the Serfbound)
  2. Knowledge needed to be a Serfbound (incase they are randomly chosen)
  3. How to create, obtain, control, and distribute resources.
Since the Serfborne changes frequently, students get to learn about a wide variety of philosophies. Their studies also prepare them to be self-sufficient, and able to do the tasks a Serfbound should be able to do, in case they are chosen in the random lottery one day.   Some time ago, an arrangement was made with Heroes Rest. The current Serfbound will give a list of all voted out Serfbounds and Wazirs, as well as their accomplishments, failures and why they were voted out. Heroes' Rest will then recruit the people they want to join The Envoys. Heroes Rest gets people that are trained to be diplomats from birth, while Theria gets to give the people that failed another purpose. Since the Envoy controls most communication, Theria is mostly in the loop of what is happening around them. This information feeds back into the education system, which in turn makes the citizens perfect candidates for being Envoys. Since Theria mostly keep to themselves, Heroes’ Rest does not have a problem with them having access to the Envoy information network.
