To further the progress of the Span, the Bastion permitted the remaining nobles of the fallen kings to form noble houses.
As the power of the Bastion grew, it needed reliable channels of trade, transportation and warriors. Therefor, it allowed the noble heirs of the fallen kings establish houses in their names and take up crafts in the name of the Span.
Many warriors of the fallen banners were without a lord and becoming restless. So, Arcturus was given the task of turning these brigands into trained soldiers for the Span.
The Founding was a reluctant task since the death of their kin was still seething in their hearts, but they did so and have kept power to the current day.
