Rowes
This city is a well known pirate pirate haven. The lords of Rowes are basically pirates. Each of the seven lords of Rowes has his or her own fortified compound and a squadron of warships. The Lords concentrate raids on the Eastern side of the Windy Sea where the Kingdoms and independent baronies are often ripe targets as well as providing opportunities for mercenary work. The city is built on three hills with the streets spiraling upward to the Citadel of Rowes. The Citadel is almost completely unassailable with two hundred foot cliffs on three sides and a deep ditch on the fourth. The walls are high and thick with numerous war engines mounted on the ramparts. The great domed hall at the center is the meeting place for the Lords and the home of what government the city state has.
The city is thick with brothels, taverns and markets where the pirates sell off their loot. The city has a particularly infamous slave market. The city’s shipwrights have a reputation for skill and artillery shops within the port make a variety of weapons for shipboard use.
Demographics
The vast majority of the population is human with perhaps ten percent Corgerians thrown in. The city is perhaps 2 percent Danite and Dark Corgerian. Perhaps ten percent of the population are slaves.
Government
The seven lords are an oligarchy. There is some fluidity among the leadership group as it is not infrequent for the lords to fall in battle, become victim to assassinations or fall victim to the hazards of the sea. The lords jointly make decisions about how to run the city and often collaborate in piratical activities.
Defences
The city is built on three hills with the streets spiraling upward to the Citadel of Rowes. The Citadel is almost completely unassailable with two hundred foot cliffs on three sides and a deep ditch on the fourth. The walls are high and thick with numerous war engines mounted on the ramparts. The city's out defenses consist of a 15 wall with towers at regular intervals. Two harbor gates and three inland gates are all protected by strong gatehouses. Two small, strongly built fortresses sit on either side of the harbor entrance and support the end of a chain boom that can be used to close the harbor entrance. The forts have numerous artillery engines and plenty of incendiary ammunition. Each pirate lord had their own fortified compound, these complex are not full blown fortresses but are sufficient to ward off surprise attacks.
Industry & Trade
The city is a center for dubious trade. Its markets are centers for sale of stolen goods from throughout the North. The pirates dispose of their prisoners through the city's thriving slave market. The city also has an above board trade in shipbuilding producing both merchant vessels and warships.
Infrastructure
The city has extensive docks, warehouses and shipyards. The waterfront area contains numerous shops of rope makers, sail makers and other trades related to ship building and maintenance. The city's buildings are made from a mixture of wood and stone with sections of the city periodically being destroyed by fire. Compared to most northern cities amenities are under invested in. Only the main street leading from the port to the citadel is paved. Drainage is provided by open ditches that run down hill until they spew their waste into the murky harbor.
Guilds and Factions
Each of the city's lords are leaders of his or her own faction. Each faction has a fortified headquarters, a squadron of warships and armed retainers. The Coven of Rowes and the Syrican Brotherhood are both important presences on the islands. These tow groups are on friendly terms with their hosts, but are independent organizations with their own agendas.
