Sraebadahn Law and Justice

The system of laws that govern Sraebadah are largely influenced by it's centralized government. The country follows the laws typical in Despotism, in that there is one absolute ruler, called the Sultan, who oversees the provinces, officials and inhabitants of the land.    Justice belongs to the Sultan, or the Emir's and Pasha's who have the Seal of the Sultanate. When the Emirs carry out justice, they do so in the name of the Sultan. A Pasha will carry out Justice in the name of his Emir. Landed Pasha's have the Right of Life over the people of their lands. All criminals are brought before a Pasha to decide their fate.    Each Sultan and Emir has an advisor, also called a Hojah who sits at the base of their throne during all meetings. The Hoja then consults with The Diwan, which is organized into groups according to title and specialty so as to better manage the Empire's legislative needs. The royal executioner is often times the Emir's own personal Janissary guard; the Sultan however has a specially designated executioner called the Basi. The Basi or the Janisarry of the Emir have the responsibility of maintaining any dungeon conditions, setting up guards for the royal household, and managing the defensive position of each palace.     

History

  During the first years of his rule, the first Sultan, ______, created the Diwan. The legislative council was very important as it became clear how very difficult it would be bringing these areas all into the same rule. Some concessions were made, with each region sending scholars and spiritual leaders to Al Jibal to consult with the Diwan in a huge council event that lasted months. In this time the Diwan and the Sultan created the code of law for the Empire itself. The process from drafting to enactment took two years; and it was even longer before the laws were seen as commonplace. In a series of struggles and rebellions that lasted decades, the final piece of the laws would not be accepted until fifty years after the Great Sultans death.    Each province also has additional laws that apply depending on where you are at. For example, in ____ unlike the rest of the provinces, it is illegal to remove a woman's head covering in public. In Suhul , where the women do not commonly cover their hair, this law is more of a "social grace", then a hard and fast "law".
