The 10th District
With tall, white towers dominating the skyline, clean streets, and straight roads, the Tenth District is a well-designed thing of beauty, the crown jewel of the city. Built after The 3rd Embry's Fall on top of The 6th District, it stands as a testament to the functionality of The 4th Embry and their current ability to maintain control over the chaos of Doreymos. While the central portion of the district is dominated by The Grand Chambers, many markets, residential areas, and businesses lay here.
Overall, the Tenth is fairly opulent, and many people of lower social standing may feel discomfort while in the impossibly clean district. However, it is impossible to escape the entropy of Doreymos, even here, and sometimes literal holes will form, plummeting in to the darkness of the 6th District, whose ruins are partially integrated in to the sewage system of the tenth. Crime isn't unheard of here, either, although it tends more towards white collar crime, and violent crime is very rare, for the most part. Sometimes, extraordinary circumstances will lead to a brief crime wave, but these are often quashed by either the guards or adventuring parties.
Demographics
The 10th district is largely occupied by the wealthiest and most affluent of citizens of Doreymos, with even the most destitute among them usually at least middle class artisans, and with many people of high rank in the government, bank, and military holding home here as well. Almost any race in the city can be represented here, as well, as a very cosmopolitan district.
Government
The local government is run by the 4th Embry, a democratically elected body of officials. It's a very lawful district, with reasonable fines and punishments for crimes that may be committed and an overall gentle touch from the policy makers. They're well-liked by most of the population.
Defences
As it is located towards the center of Doreymos, the Tenth district has little fear of outside attack. Between this truth and the hope to foster an era of peace and unity between districts, the 4th Embry constructed the district with no walls built for military applications. However, that is not to say that the district is defenseless - a perceptive eye may note that buildings get progressively taller the closer to the center they get, with many of the major blocks having a much taller guard-operated building in the center. The district is built for rapid deployment of troops on an alarm, able to rapidly respond to any emergency that may require them, and the increasing height of the buildings makes it easier for positioned archers to fire down while simultaneously making it harder to hit them. Ultimately, a friendly design conceals a formidable fortress.
Industry & Trade
Out of the populace present in the Tenth, many of them are involved in the 4th Embry in some way; many hold ranking positions in the government, with plenty more offering supporting roles of some sort to the others. Also, as the home of The Bank of Doreymos there's a decent number of minters, goldsmiths, and bankers present. However, for those not affiliated with the guild, there's a fairly normal economy for a city; bakers, odd utility jobs, morgues, guards, military, and the like are all present, all decoupled from the government so there's no worry of their profit being tied to the power of the Embry.
Infrastructure
The Tenth District is very well-maintained as the most recent district of Doreymos, with a well-planned and expertly crafted series of roads. They form a perfect grid up to the edges of the district, with evenly cut paving stones, designated walking, riding, and vehicle lanes, and a series of smaller alleys and side roads to navigate the smaller blocks on the edges of the district. There is a consistent sewer system and running water across the whole district, with rare outages, as well as a municipal park, complete with a lake open for boating, swimming, and the like.
Assets
While the Tenth district isn't a true financial center, there are a few markets there. What few markets exist, however, often cater to the higher end of shoppers, with many magic item shops and luxury goods trading hands here.

The 4th Embry and The Bank of Doreymos both make their home in the Tenth district, serving as the political and financial center of the city.
History
Founded after the fall of the 3rd Embry and the 6th District, the 10th District represents the ideal utopia that the 4th Embry strives for in the rest of the city. Completed in a mere 10 years, even the oldest building in the district is younger than the government, with little chance to develop a history of its own just yet.
Architecture
The 10th District is largely formed of white stucco buildings, alabaster plaster, and similar shades. As a planned district, the architectural design is quite same-y across the district, with the only real differentiation coming in the exact size of buildings and the tiling of the flat-roofed buildings, with can vary from red terracotta to blue flat tiles and rooftop patios. A good many blocks are also dominated by a central guard tower, standing at least a story taller than the rest of the block with a clear view of all the streets and rooftops around it. Towards the center of the district, when approaching the Grand Chambers, buildings begin to become more domed instead, usually in a brilliant lapis blue.
