Free Cities of Grafwin
Formed by the remnants of failed states and empires, the Free Cities of Grafwin are composed of a large confederation of city states. Within the borders of this state exists relative peace between the various cities and trade is plentiful, however it is not total and each city has varying relationships with the other city states. The only thing that they all agree on unanimously is securing their territory, even if it means working together.
Structure
In the way of centralized government to be short there is none. Each city is beholden only to itself and are left to create their own laws. The only binding thing all of the cities have is the Grafwin Papers, the diplomatic documents that formed the country in which each city must come to another's aid in the defense of their borders from outside threats. Conveniently internal threats are not mentioned and frequently cities will attempt to muscle in on another cities territory.
Outside of the cities smaller villages and towns frequently pledge their loyalty to the largest nearby city in exchange for protection.
