Varanasi Council
The governing body of the ancestral lands of the Varanasi people. The council is made up of a primarch from each clan who rules both an area of land, and a portion of the military.
Structure
The Varanasi government is officially a stratocracy and the power structure is set up as a hierarchical meritocracy. What this means is the military is the government or is indistinguishable from the civilian government, and much emphasis is placed on tiers of authority that are gained by the merit of your work and character.
There are a total of 26 tiers in the political/social hierarchy with primarchs being at the top. The primarch is both the leader of their clan, a military general, and a politician. They're responsible for not only their clans, but also their countries wellbeing.

Culture
The Varanasi value two things above all else, freedom and honor. In this sense most of their actions can be traced back to one of these two things. The government places minimal laws on the people allowing them to do as they please, but with that freedom they're expected to honor their clan and work in its favor.
Public Agenda
The largest goal that all of the people strive for is to reclaim the land that was theirs, and to create a place of peace in the region.
