The Empire of Wisterand
The Empire of Wisterand is the largest empire on the super continent of Greterand. It spreads over most of the land of the Subcontinent of Wistérand and marks the westernmost part of the known world.
It has been ruled for more than a thousand years by the same dynasty of Sierian origines, who is called House of the Markis or the Sierian imperial family .
The Empire is more of a federation of kingdoms than an empire per se. It is composed of nine kingdoms and one princedom. They are all bound by a pledge of alligance to the Great King of Midaria, recognising his authority above all, making him their leader and therefor the emperor. But, They are all granted autonomy and sovereignty. Those kingdoms are in order of power: the Great Kingdom of Midaria, the Mokhtar Kingdom, the Baran Kingdom, the Valean Kingdom, the Sierian Kingdom, the Oranian Kingdom of Ezo, the Sieroranian Kingdom, the Ishian Kingdom of Catu, the Wistian Kingdom and the Principality of Ashmok . This entity is the greatest power within all of Ered.
It is home for several people, some natives of the land, some immigrated from other parts of the continent and the world. Those people are the Sierian people, the Mokhtar people, the Baran People , the Oranian people, The Valean people, the Ishian people , the Zelif people and the Sÿbian/Séwéti people
Structure
- The Markis: On top of the hierarchy you find The Markis , who is also the Great King of Midaria. The current Markis is Urior the VIIth. The Markis is the highest rank within the Empire it is the rank if the "King of Kings" and is held by the Great King of Midaria. He has direct control over the imperial army and the imperial administration. Nowadays his actual political power is mostly symbolic and ceremonial, but in theory he is still regarded as the head of government and the ministers do govern on his behalf. His role is to ratify the imperial laws after they had been discussed during the anual Counsil of the Kingdoms.
- The Kings: Kings are leaders within the borders of their kingdom. Their power is limited only, as the power of the Markis. The only one of at this position not to be a King is the prince of Ashmok. Their role is to ratify the laws after they had been discussed and sorted during the Counsil of the City.
- Nobles: Nobles are ranked from Prince to Governor, they represent the authority over a smaller region under the suzerainty of a King. Their role is politacaly symbolic, but they remain the head of their own army, and of their administration. They're charged to gather their people's grievances and discuss them with the people representatives during the Counsil of the City in order to create the laws. They are :

- The Counsil of Kingdoms: the counsil of kingdom is made up of all the kings of the Empire. It is the highest house of parliament, in the sense that it is the last step before the ratification of an imperial law. This council meets once a year in Midaria at the beginning of summer. It is one of the most important political events of the Empire as it reunites all administrations of all the kingdoms for a period of time from a few days to a few weeks. Though this role is mainly symbolic as in reallity their power is only to accept the laws, the only things they can discuss are military matters.
- The Counsil of the City: This is the real "bill factury" of the impire. Gathered once a month (except in summer) the counsil meets in evry capital city within the empire, there are therefor nine counsil of the city. It's is formed by an assembee of people reprensentatives, one from every faction within a city, this assemblee is presided by the King. In order to becom a bill and then a law a grievance must be taken from the people by nobles' officials, sent to the ministers of a Kingdom in order for them to make bills. Those bills are first read, discussed and voted within the Assemblee of Reprensentatives, then the bills are either sent back to the ministers to amend them if they're not selected, or they are sent to the king for him to ratify them, in some cases they are gathered and sent to the Counsil of the Kingdoms.
Culture
There is no unic culture to The Empire of Wisterand, as it is a federation of kingdoms, and inhabited by several distinc ethnicities, it is a collection of cultures. Some are close and have many common practices, most notably the Valean and Zélif cultures. And some being very different despite being united for more than a thousand years.

Nowadays the empire's agenda is to maintain its intergrity unchanged, as some of the kings want to become independent.
Assets
The Empire is so wide that it produces pretty much anything. All the Kingdoms have a "speciality" like the Baran Kingdom produces metals and gems, the Valean Kingdom has the best shipbuilders, the Mermekh Kingdom is an expert in weaponary, the Great Kingdom of Midaria is known for its leather industry, it is also the largest cereals and cattle producer, The Oranian Kingdom of Ezo is the biggest producer of sea products...
The Empire has built large cities and equiped many many troops thanks to all this diversity in production it is without doubt the wealthiest empire within Ered.
History
The Empire is currently considered to be more than a thousand years old. It was first founded in 360 by Urior Sundhaérior after he submitted the Mermekh kingdom. He sieged the city of Nilar for several months before he could defeat their army. He instaured the Empire and its constitution right after. This organisation is now refered to as The First Midarian Empire and lasted for four hundred and twenty years, until The Ishian people conquered the northern half of the Gréflu Valey from the Mountians to the Great Ocean, from 775 to 780.
In 779 they completly invaded the city of Madaria, except for The Palace of the Silver Towers which they never managed to take over and which therefor staid a refuge for the Midarian people and the emperor. In 780 after eitghteen months of siege and a defeat under the walls of Ashmokh where they encontered the army of the emperor's son, and the Mermekh king Fél IV, the Ishian decided to stop their attempt to take the imperail palace, for their losses at Ashmokh had been too important to keep the siege arround it.
Even though the battle of Ashmokh had been a defeat for the Ishian army, it didn't allow the emperor's son's army to boot them away and reconquer the capital. The Ishians ended up by treating with the Midarians, recognising their bravoury and understanding they would never giving up fighting. The treaty allowed Urior III free passage to Nilar from where he will continue to reign. It also guaranteed the borders between the Ishian territory called the Ishian Empire and what remained of the Midarian Empire, called the Nilarian Empire. Finally the treaty allowed the emperor of Nilar to keep the palace wich remained the only Miadrian territory on the northern bank of the Gréflu for as long as the ishian people ruled over Midaria.
This is one of the most important period in Midarian history which lasted for almost seven hundered years. During that time the Ishian people founded the cities of Catu, Mishie and Sierashie. They also built what will become the Markisian Palace.
In 1217 Urior V sarted the reconquering of the northern bank of the Gréflu by taking the cities of Ezo and Maést. The Ishian Empire had begun to slowly decline few years before and he took advantage of a conflict of succession within the Ishian dynasty. A bit more than two decades later in 1240, he conquered Mishie, which beacame the first Ishian city to fall under Midarian rules. Subiatérat was reconquered in 1251. He died during the battle of Uria in 1267, fifty years after he had started.
A century later in 1363, his son, Urior VI ended the Ishian control over Midaria by retaking the city. In 1364 he definitely ended the Ishian period by capturing the last Ishian emperor Nonaï the third, in Catu. He then married three of his four sons to ishian princesses and placed Sénour, the youngest, on the throne of Catu, starting the control of the Sierian dynasty over the Ishian kingdoms. He also gave independance to Ashmokh, making it a principality and giving its control to his grand son Irvan Sundasagar.
In 1478 Sénour died and the Ishian kingdom was divided between his two sons, creating the Wistian Kingdom and the Ishian Kingdom of Catu. Giving to The Empire of Wisterand its current inner borders.
We are nowadays at four hundred and twenty five years of the Second Midarian Empire and the current emperor is Urior the VIIth.
Demography and Population
People within the empire live mainly in and around its cities, as it is a vast empire it is safer for the population to be within few days of walking distance of a larger town. So the majority of the land is uninhabited. There are few villages in the Uré which is a very fertile land and the northern bank of the Greflu, between Uria and Midaria, but that's pretty much it.

Foreign Relations
The two major foes to the Wisterand Empire are the Oranian Kingdom of the North, beyond the Great Wall and the range of the Cloudy Mountains; and The Great Mokhtar Empire , over the Sourthern Sea. The Empire of Wisterand have very hostile relations with those two organisation, even though in details some kingdoms within the empire can have warmer relations with them, to some extend.
As the Empire is surounded either by high mountains, on the East and North side, or by the sea, on the West and South side; it hasn't really any bordering neighbours: as mentioned above, at the only place where the empire could have had a common border with the Oranian Kingdom of the North, a tall and massive wall was built preventing any exhanges by land. The only other place where there could be a border is called the Corridor, it's a "large" pass in the highest mountain range of the Grey Mountains , located South-East of the Empire in the Valean Kingdom. It marcks the border with the Zelif Kingdom, which has always been an ally to the empire and even almost been integrated to it.
Then within the Southern Sea there are the insular kingdoms of Daséti, Chésalia and Méliar, which all are allied and even under protectorate of the Empire. The current empress Worda, is from the insular kingdom of Chésalia.
Laws
Laws are classified as either "imperial" or "royal". As their name suggests, imperial laws are supreme, they rule over every kingdom and are binding to every citizen within the empire. They are disscussed and decided by all the kings at the council of kingdoms, then ratified by the Markis. They are kept in the Palace of the Council in Midaria, before being copied and sent to all capitals throughout the empire. The royal laws are discussed during the council of the city, then ratified by the monarch. These laws are only applicable in the kingdom from which they emanate.They are kept in the capital. For a royal law to become imperial, it has to be sent to, and discussed by the council of the kingdoms.

The empire takes the largest part of the Subcontinent of Wistérand, from the high mountain ranges of the Grey Mountains on the East side, to the golf of the Western Star on the West side; and from the mountain ranges of the cloudy Mountains on the northern side, to the Southern Sea. The Empire controls all the fluvial valley of the Gréflu river and its confluences.
Currency
The Per: one per of gold (or one per) is ten sele (silver coins), one sele is ten bron (brass coins), so one per is one hundred bron.
Legislative Body
The legislative body of the empire is represented by the Counsil of the kingdoms:
This counsil takes place once a year in summer, in the capital city, and lasts as long as needed.
It is composed of the ten monarchs, presided by the Markis. Together they discuss the bills and decide the imperial laws. For a bill to become a law, it needs to be voted unanimously by the monarchs, then approved by the Markis. During the year, bills are gathered by each monarch, within their own kingdom (or princedom), then they decide which they want to make imperial, and they bring them at the counsil.
Judicial Body
For historical reasons, as a state made up of several separated jurisdictions, the Empire of Wistérand does not have a single unified legal system.
Instead, there is one system for each Kingdom within the empire. That said some of those systems are really close, similar even, when others are very different.
In most cases, The Supreme Court presided by the Markis himself sits above all of these as the final court of appeal.
