Neon Nico
Neon Nico, known as the Don of Music, is the owner and proprietor of Vegas Records, the Wastelands center for new music.
Taking advantage of the land rush that occurred after the Second Battle for Hoover Dam, Nico staked claim to a plot of land directly behind the Lucky 38 Casino. Taking out exhorbitant loans to have the building and studio built, Nico was dealing with collectors regularly, until 2288, when the studio was finally finished. Every collector he dealt with was ready to collect the hard way, until he enacted an insane gamble; he needed artists to record records and tapes to sell, but none of the casinos wanted to let their stars record them. So Nico approached the stars at Gomorrah and told them that the perfomers from the Tops Hotel & Casino were onboard, and that they would miss out on the revival of the revival of the music industry, getting them to agree, thinking they were falling behind the competition. Next he went to the Tops and told them that Gomorrah was onboard, and earned their performers. Then he told the Castelli Family at The Castle that he had the Omertas and the Chairmen onboard. When he got their perfomers, he went to the Ultra Luxe Hotel, saying the same, only this time it was the truth, the preeminent Vegas High Society was falling behind, everyone else was onboard, and getting them with that was easy. The only thing left was the Lucky 38 Casino, suprisingly, Nico was called in by the Courier first, who was very blunt. He was in, but knew what Nico had done, and would know if he tried anything like that on him, he pressed in the fact that Vegas was his city now, and he knew everything that went on in it.
So with a slight scare, Nico had every singer and music artist in Sin City in his studio, recording and writing music, doing collaborations, selling holotapes with new music, and almost overnight he went from a deadbeat, indebted conman, to the millionaire who had restarted the music industry.

Neon Nico is a very ostentatious and extroverted man. His love for food and lounging has lead to him becoming large enough to match his personality. Despite his extravagant lifestyle and personality, he donates untold amounts of caps to freeside charities, and started his own to support young artists. He is also resonsible for funding the construction of various schools, and the connection of amenities to major sections of the city.
