RaKaTor

Ra'Ka'Tor is a city in The Southern Reaches portion of the Underdark. It is ruled openly by the powerful Blue Dragon, Xeroth. It has a solid trade relationship with the city of Marhold, giving that city access to rare offerings from the Underdark. The center of the city is a massive Ziggurat that serves as the lair of Xeroth.
