Council of Waterdeep

The Council of Waterdeep was a conciliary body tasked with meeting the rising threat the Cult of the Dragon posed to the people of the Sword Coast and the north.

Sessions

Over the course of the activities of The Cult of the Dragon a group of factions came together during sessions to talk about the current situations.

First Session

The first session of the Council of Waterdeep was called upon by Remallia Haventree after her husband Arthagast Ulbrinter (a Masked Lord of Waterdeep) was assasinated. The news of this assasinatian galvanized many of the opponents of The Cult of the Dragon on The Sword Coast.
Just before the council was together everyone along the Sword Coast heard a sound the feeling was akin to the drop in air pressure before the approach of a deadly storm, or faint tremors felt from a landslide or earthquake far away. It was later explained by Dala Silmerhelve that this was the Draakhorn
During this first session 5 groups of people were called together. And introduced themselves.

• Remallia Haventree, a Leading delegate of the Harpers and founder of the Council

• Onthar Frume, one of the leaders of The Order of the Gauntlet and a Employer of The Forces of Nature.
• The Emerald Enclave
• Delaan Winterhound, a Ranger and delegate of the Emerald Enclave he is uncomfortable in such a large city.
• The Lords' Alliance
• Lady Laeral Silverhand, one of the chosen of Mystra and one of the seven sisters
• Lord Dagult Neverember, Open Lord of Waterdeep and leader of Neverwinter
• Ambassador Connerad Brawnanvil, the delegate and previous king of Mithral Hall
• Marshall Ulder Ravengard, leader of the Flaming Fist of Baldur's Gate
• King Melandrach, King of the Misty Forest
• Taern "Thunderspells" Hornblade, previous leader and delegate of Silverymoon
• Sir Isteval, Purple Dragon Knight, Dragon Slayer, Ex-Advanturer and delegate of Cormyr and Daggerford

During this session The forces of Nature informed the Council of their actions of following the Half-Dragon Rezmir from the town of Greenest where they also killed multiple Wearers of Purple who were gathering and moving huge treasure troves. The alliance with the Cloud Giant Blagothkus and the slaying of Rezmir, a vampire and the Adult White Dragon Glazhael the Cloudchaser. And the notion of a Black Dragon Mask. And finally the connection between the Red Wizards of Thay and the plan to summon Tiamat.
The different Factions then asked the group of adventurers if they could help them stop the Cult. The group accepted this task and where given the choice between two possible leads.

1. Varram the White
Varram the White has been spotted by the Harpers on orders of Remalia Haventree. The council ordered the party to go to Boareskyr Bridge to find him.
2. The Draakhorn
After the sounding of the device called The Draakhorn the council needs to know where it is and what the sounding means. The person who knows the most of the Draakhorn was someone of the Arcane Brotherhood named Maccath the Crimson a Tiefling Sorcerer who was last seen going to the Sea of Moving Ice 3 years ago.

The party then decided to go to Varram the White firstly and went their way.

Structure

The council was attended by delegates from four of the most influential and powerful factions of the west and the North. These 'Four Factions' included the league of city-states known as the Lords' Alliance, the knights of The Order of The Gauntlet, druids of the Emerald Enclave, and the agents of the Harpers.
As the largest and arguably most influential of the factions—representing several of the largest city-states of Faerûn—delegates of the Lords' Alliance held seven seats on the Council of Waterdeep. The other factions held either a single seat, or only a few. Each delegate was accompanied by their own retinue of aides.
