Master of Ten

Some of the highest-ranked tax collectors based within the capital for forwarding the revenue from the masters of ten hundred.  

Master of Ten Hundred

Tax collectors who oversee the revenue collection of a hundred provinces within the four quadrants.  

Master of Ten Thousand

The local resident tax collectors employed for going door to door to collect their dues and sending them to the masters of ten hundred.

Culture

Authoritarianism

As a mountainous quadrant Antisuyu was historically ruled in much the same way as the Nuna Runa Empire: deeply divided realm with self governing regions. Federalism defined the historical kingdoms. However in the early Innoit conquest, forms shifted to a centralized form of governance. This transition was brought about violently and suddenly, accompanied by a dose of repression.   Short regional dictatorships eventually ended only to be replaced by the dictatorship of the Sapa. Since then, the faith, encompassed by the celestial bureaucracy, has kept the various cultural identities intact. Without it, the many self-aware ethnic regions would drift apart.   Many mountain communities are travel restricted and largely isolated into their own little pockets

Territories

Antisuyu

The second quadrant lies south-east of Ca-Chisneu. This suyo is the largest in Tahuantinsuyo but the least populated. Their territories begin in the high mountains to the east and south of the imperial city and cross the Runa region.

Military

General of the Conquering East

The Second Quadrant still experiences forays by the ghost people that reek havoc in the area. Their home is almost unassailable so generals are constantly on the defensive. Conversely, they do have the option of selectively deploying a secret task force: the Auca Runa.

Technological Level

Knottery

Assemblages of knotted strings are normally used to record numerical data, history and literature. However, knottery employs a binary language system that 'turn the natural energy' surrounding the environment to create unseen effects.

Foreign Relations

Nuna Ruruchina

The ghost people of the nearby Runa Terra are a rare, unconquered, people of Antisuyu.   They justifiably inspire fear, but also carry a reputation for cowardice because of their irregular airborne raids against local cities, roads, bridges and farms.

Laws

Mit'a

A tradition of community work and voluntary collective labour for social utility such as in the construction of public works and infrastructure or to the benefit a person or family needing help with other agricultural products. It is a system without salary and a tribute of labour within local communities.   Tawantin Suyu possesses a multi-ethnic armed force to expand and defend. Due to the military mit'a, warriors are provided food, clothing and state assistance for their family, such that becoming a permanent soldier is a preferable career for a person form a conquered people.

Trade & Transport

In the Second Quadrant, the roads head towards the East and the lower valleys of the Great Green. They are the least complete with the smallest number of registered vestiges, due in part, to the raids by the ghost people and jungle savages.   Paradoxically, the region also has the greatest number of rope bridges concentrated in the Four Corners. However, they are not necessarily well maintained.
