Convention of Magical Warfare and Engagement
The convention of magical warfare and magical engagement of 1767 more commonly known as the Marai Agreement of 1767 are the collection of procedures, etiquettes, and responsibilities for conduction magical warfare amongst member Nations of the Human Federation and other human nations as a whole. Objectives of the Marai Agreement were to set the standard of moral and humane magical warfare and greatly prevent the loss of life and destruction which result from such forms of engagement.
Note: It is important to note that the Marai Agreement only applies to magical warfare conducted between Humans nations to include the Hybrid nations and offers no encouragement of civilized warfare against Monsters and their nations.

Purpose
The Purpose of the Marai Agreement to reduce the prevalence of magical based disasters and atrocities that are committed during warfare. Magical warfare throughout history has been shown to be extremely devastating and effective and in the hands of amoral despots has also been shown to cause extreme suffering amongst innocent civilians. The founding goals of the Human Federation is to prevent infighting between the nations of man and to promote unity. while the Federation has acting authority in its member nations to intervene and prevent wars, it does not always have the ability or means to do so and wars between humans may ultimately breakout. Setting standards of conduct for such a horrific means of combat is a way of preventing antagonizing pressures from the nations and means of reducing the chances that a war will leave the involved nations worse off.

Legal status
By Federation law the Marai Agreement and its mandates have precedence over the laws and practices of the of its member nations, however the Marai Agreement has signatories to it that are not Federation members and in those nation the enforcement of the conventions are subject to their national agenda. However the Human Federation has explicitly stated that non-member signatory nations that do follow the Marai Agreement are to be bared from military, humanitarian, and intelligence support.
