The Conclave of Flowers convenes in this glass building that doubles as a greenhouse filled with gorgeous plants imported from across the world. Intended as a metaphor for the transparency of local government, the resulting interior is stuffy, uncomfortable, and cloying, not unlike the monied interests that control the district council.
