Structure
The highest position in Tidemane is the Grey Fang or leader of all the tribes, this position is election-based with yearly duels occurring between the current Grey Fang and any challenger that wishes to become the new Grey Fang. If the current Fang is not defeated in combat they remain the Fang for another year or until they die. Below the Grey Fang are the representing elders of the individual tribes who have been elected by their tribe to speak for them.
Culture
Tidemane as a nation of various tribes and smaller groups unite under the same shared ideology. Strength, and honor above all else, Seeing physical prowess and fighting as vital skills to lead and protect the tribe or family the small tribes banded together under that shared mindset eventually leading to the forming of the nation. The once brutish nation advanced over time to become a more balance meritocracy and viewing other skills outside of pure strength as important to balance the skills of a leader or warrior. Honorably duels and competitions have become the standard in Tidemane with many tribes using duels as a means of electing elders or tribe heads.
Public Agenda
The outlanders prefer to keep to themselves and despite their fighting strengths or desire for combat rarely pursue unjustified conflict preferring to remain in the southern regions of Dawnmorn. However, if challenged or in some way threatened despite the federation of tribes being rather independent of one another they will still rally under the same banner to fight back and protect their home.

The nation of Tidemane is unique in this realm in how as a whole they are not one singular body of people but rather a collection of like-minded individual groups all banding together and coexisting in the same region. Tidemane is able to function through an election-based system where each individual tribe has a means of electing a representative or elder to speak for the tribe and meet with the other tribes to discuss issues that might present danger to the people of Tidemane. These elected elders meet with the Grey Fang to discuss multitribal laws and boundaries under which the tribes may exist and act or to discuss going to war in the event that the nation is threatened.
Judicial Body
All individual tribes have various rules and punishments that are used for those of the tribe. However, laws and punishments are usually carried over between tribes, and many respect and honor the rulings of neighboring tribes.
Executive Body
For individual tribe laws, the tribe itself will usually choose an honorable warrior to act as a tribe's enforcer, and in the rarer case of having to enforce multi-tribal laws the Grey Fang's tribe or clan will act as enforcers carrying out punishments.
