Skuum
A small fishing settlement on the shores of the Wistfen Sea. It's fishing docks are wooden piers backed against earthen mounds, smashed flat by constant use and often need to be fortified and repaired due to their construction.

Skuum has a primarily Human and Tabaxi population, but many other races call this small town home.

Government
Skuum is controlled by a Council of 6 to 10 individuals, each representative is a guild or group leader looking out for the well being of their town.
Council members are voted out each 5 years, and cannot serve two consecutive terms, or more than 3 terms total.
Defences
Skuum is not a walled settlement, instead the towns borders are patrolled by a civilian militia, and it's waterways patrolled by a small volunteer navy.
Industry & Trade
Fishing is the primary trade and resource of the town. In addition to fish, some people of the town farm a thick green algae in the warm river waters, this algae can be eaten if cooked properly, but can also be used as a building material. Rice wine, Palm Wine and Mead are also produced in small batches, mostly for personal use.

History
Originally settled in 154 CE by a nomadic group of Humans and Tabaxi who shipwrecked on this coast, it eventually grew into a reasonable fishing village with regular trade between the town and local Lizardfolk, Elf and Orc tribes.
The town itself is actually named after the large trade vessel that was dashed against the jungle coast in a violent storm, the 'Skuum Dras Vek Naal', which is Old Tabaxi for 'Winds of Sea Breeze'.
More recently as of 3rd Ghen of Nihayat'Alsayf, 286 CE, A group of travelling adventurers assisted the town in repelling a large Sahuagin raid.
Without the assistance of these travellers the town would almost certainly have been sacked and it's people slain then eaten.
