PAULO GARDAN
Paulo Gardan is known as the dock warden of Portsmouth. His Shore Wolves exact protection and guard all warehouses on the waterfront of the great trade city. There are few businesses that do not pay Gardan and his thugs protection. He has amassed a great deal of wealth which he has made heavy designs to conceal. He lives a comfortable life but not nearly so opulent as a wealthy lord.
Not only are waterfront businesses in toll to him also are many agencies that depend upon shipping. He is a notorious loan shark and the price for not paying Gardan's shore wolves can be severe. Gardan's muscle is in part backed up by another gangster known as Bennie an immigrant from the savage lands of Megandra.
If goblins move to the city of Portsmouth they can be assured to work for Bennie and in turn for Gardan. Gardan's shore wolves got there name from the shipping of wolves who patrol the city with goblin and human henchmen. They are the dogs that sniff out if anyone might be hiding goods and not paying there fair share.
Gardan started out as a coachman for a gangster known asDon Marcosa who previously ran the shipping market. An errand boy once he always seized an opportunity for advancement. When Torrio was seized with a drug induced heart attack no one knew his routes better.
