Portsmouth Merchant Council
Portsmouth is ruled not by a single monarch but rather a merchant collective. The council is presided however by the Temple of Grasping Waters. Eris Galdwell is thusly the speaker of the house. Each of the merchant guilds has an appropriate amount of votes given its station. Paulo Gardan though not a merchant controls the largest amount of shares having the monopoly on the dock market.
All merchants and shipping companies additionally pay to the temple of grasping waters that "Keeps them safe" and allows for the funding of the militia of the Shelly coats to protect from the crab men on the other side of the wall.
Structure
The structure of this organization is a council with a priestess at its head for calling members to the floor. All city laws are passed by referendum and enforced by the yellow jackets. The organization is a democracy but certainly ruled by fear, crime, and greed. Certainly the mining and fishing businesses are constantly at odds with one another.
Culture
The government is run by a merchant culture. Laws are based on mutual gain but certainly are crafted on merchant profit.
Public Agenda
The public agenda of the Portsmouth merchant council is to provide fair trade for all businesses and make Portsmouth an environment that is mutually equitable.
Assets
The assets of the council are backed in somewhat by the temple of grasping waters and dues payed by members of the council. Businsesses who operate outside the council will soon find laws levied against them. To be outside a guild in Portsmouth is a dangerous business.
