04 - Podrost Town Council
Six forms sit in a circle facing inward towards a crackling fire in a bricked firepit. Most of their aged faces wore contented smiles or expressions of peaceful calm as they chatted socially about some of the less serious issues they'd been faced with that day. A cold breeze sliced across the open courtyard and caused two of the women to gasp out loud and clutch for their shawls before all laughing about how soft and old they had all become.
The fourth Captain of the Eiyudi was a man who enjoyed is personal freedoms. Through a series of highly unlikely events that concluded with him either choosing to become Captain or officially become the first naked tiderunner. He chose Captain rather than risk electrocution but he was ill suited to being a social leader. After being told this exact fact by several people he helped it was decided by an ambush of socially concerned people that he would appoint a council to help manage the increasingly complicated community of landed refugees.
The primary purpose of the council is to help make difficult or important decisions so everybody is equal and treated fairly among the Eiyudi. There is no leader of the council although social influence can sometimes give one member more clout in a given moment, when serious matters arise they will set aside personal feelings for more important concerns. Most town council members are aged and some have even been appointed merely to give them a sense of purpose after aging out of their previous profession. Nobody unsuitable has ever been a councilor but when someone can't perform their required duties they are relieved of the position.
