The Free Council of Avul
The Free Council of Avul is the governing body of the City of Many. As a chartered free city, it is answerable only to the Imperial Throne.
The Council made up of 31 Councilors. Sixteen of them are aristocrats from the four dominant human ethnicities of the city - the Dolobei, Biati, Dacci, and Calpii. These groups have their own means of selecting their representative Councilors, and those methods are immaterial to the Council and to the R̂oldavum. These sixteen Councilors, in turn, select fifteen other Councilors from among general population. They typically choose the influential and well-connected members of society. In fact, many of them are deeply corrupt, so their votes in this matter (and any other, for that matter) can be bought. Once a Councilor is seated, they can only be replaced in the event of their death. The unexpected and unexplained deaths of Councilors are not uncommon.
The full council selects one of their number to preside over the full council, and this position rotates every year. Once having served as President of the Council, an individual may not do so again for a period of five years.
