Torithian Federation
Structure
The President of Torith is nominally the leader of the Torithian Federation; they are the head of state and the overseer of the Council of Governors. The Council of Governors is composed of each Governor of each district, and they convene periodically to decide on issues of national importance, legislation, etc. But otherwise, each Governor oversees their own district, holding their own legislative and executive power over it however they see fit.

On a national level, the Council of Governors creates the legislation when they convene periodically. These meetings can often last for days as the Governors debate issues of national interest before eventually coming to a consensus and presenting a legislation for final approval by the President, who technically has the final vote on any issue.
On a district-by-district basis, the legislative body can vary from a more democratic vote of the people on issues to the legislative power being solely held by the governor themself. But for most districts, legislation is often determined by a council, similar in manner to the Council of Governors. It's also no secret that businesses and entrepreneurs often hold fair (or more-than-fair) sway over legislation in the district they're based in.
