Confederation of Serra
The Continental Confederation of Serra is a decentralised union of Idylls.
Structure
The Legislative is the electorate, who propose issues through their local Idyll, and require at least 20% of the local Idyll to sign the Issue before it will become an official Issue. Issues that gain enough attention and signatures in at higher levels of government and eventually it may work it's way up to The Council of Idyllies depending on the scale of the Issue. The Executive body of The Confederation of Serra is The Serran Supreme Council of Idyllies. The Council members do not have term limits, rather they will remain in power as long as the electorate desires. When voting in The Confederal Parliament, should they vote contrary to their electorate's will they can be instantly recalled by any proposed issue calling for their replacement that accumulates 50% of their electorate's signature. The Judicial government organ that handles confederal level legal disputes in The Serran Confederation is the Serran Idyllic Court of Justice. Judges are elected through issues much like delegates in The Supreme Council of Idyllies.Economy
Serra has a Democratic State Economy, maintaining a directorate through which cooperatives registered for direction rotate leadership and whose decisions are approved by 60% of all employees. local decisions are approved by 60% of all employees in the given firm. Private firms are outlawed and are required by law to register as members of the directorate or risk nationalisation. The Economy of Serra has been in free fall since CON7 was ratified in 970:7, 26.9% of the Confederation's domestic economic value was lost to the newly created Confederation of Valetl. The Valetl Sea is the second most productive fishing region in the world and thus has crippled Serran fishing industries since it's loss.
