Winham
Located on the west bank of the Rocker River within the Tårnebukt, Winham is the economic hub for the continent of Seclora and the seat of power for the Barnema Trade Company.
This fortified port city serves as the gateway to the western regions of the continent via the dual pathways - Slaveresmåtei and Tjenerenssjøvei.
Government
The Barnema Trade Company ensures the economic security of Winham under the watchful, scrupulus eye of William Wenham.
The Barnema Trade Company's administrative arm (Gnomes) faciliates the judicial, taxation, and trade systems while relying on its brutal mercenary division (Dwarven) for enforcement.
Rule of Law
Any accidental, negligent, or willful act or intention, as determined by the Barnema Trade Company, that limits, circumvents, discourages, or prevents the following is an offense in Winham:- Taxation: Financial restitution to the Company of no less than double the value or perceived value of the related offense (first offense), enslavement (second offense), mutilation (third offense), death (fourth offense). Examples include:
- Attempting to evade or deceive tax collectors.
- Participating in unsanctioned smuggling activity by offering or requesting smuggling services, or by transporting, storing, using, or possessing smuggled goods.
- Being unable or unwilling to make restitution to the Company.
- Slavery: Financial restitution of no less than the value or perceived value of the offense to the Company AND the offended party or parties (first offense), enslavement (second offense), mutilation (third offense), death (fourth offense). Examples include:
- Attempting to escape enslavement and/or aid or abet an escaped slave.
- Interfering with the control, use, or punishment of a slave that is not under one's ownership without the permission of the slave's owner.
- Interfering with a slave's ability to undertake a task assigned to it by its owner.
- Preventing the acquisition, storage, transportation, purchase, or sale of a slave.
- Commerce: Financial restitution of no less than the value or perceived value of the offense to the Company AND the offended party or parties (first offense), enslavement (second offense), mutilation (third offense), death (fourth offense). Examples include:
- Stealing, vandalising, damaging, or destroying trade goods,
- Preventing the production, acquisition, storage, transportation, purchase, or sale of trade goods
- Administration or Enforcement of the Law: Enslavement (first offense), mutilation (second offense), death (third offense). Examples include:
- Tardiness or failure to report a crime.
- Tardiness or failure to appear before the Administration when summoned.
- Attempting to evade a summons by the Administration.
- Injurying or killing a member of the Barnema Trade Company.

- 5 gp per pound for luxury items
Overland Travel & Trade
Upon arrival, all persons and conveyances that seek to cross The Frihetsport must be registered by the Administration. Fees are levied as follows:Non-Slave Entry Fee:

Birth, Death, and Occupation
- All non-slaves occupying the city shall pay the Administration 5 sp monthly.
- All births shall be registered with the Administration within the tenday for 1 sp.
- All deaths shall be registered with the Administration within the tenday for 1 gp.
Citizenship and the Avgift
All non-Barnema Trade Company artisans, tradespeople, merchants, skilled labourers, and mercenaries shall be registered by the Administration for 1 gp each tenmonth (annum) and given a quota for their avgift to the Administration at the time of subsequent registration.Defences
Winham is situated on the west bank of the Rocker River just upstream of the river's discharge into the Bay of Tears .
Stretching across the mouth of the river is The Tokjeder - two fortified towers connected by a great chain that can be raised or lowered to protect the harbour.
The city is surrounded by a 30 ft tall wooden wall.
